Brief on Librarian Remuneration 
for the Period 
           June 16, 2002 to June 15, 2005 
The MUFA Librarians’ remuneration brief is patterned on the MUFA Faculty agreement ratified on April 1, 2002, as per the Policy on Salary and Benefits approved by the Board of Governors on October 25, 2001.  According to the policy, this means that the MUFA Librarians accept a three-year settlement with the characteristics shown below.  The remuneration issues to be negotiated separately for librarians, i.e., LPDA and bereavement policy, are introduced following the items covered by the Policy.
Year 1: For the Period June 16, 2002 to June 15, 2003
    Remuneration Components Covered by the Policy:
     
    1. Effective June 16, 2002 there will be an Across-the-Board (ATB) increase of 3.0 percent of the June 15, 2002 base salary.

    3. Effective June 16, 2002, a market adjustment of $500 will be paid as an adjustment to base salaries, after application of the ATB increase.

The Merit Pool for librarians will be calculated as 2.43 percent less 0.1 percent multiplied by the average number of promotions over the five most recent calendar years  (2.43% - 0.1% x Average Promotions).  Before merit is awarded for 2002, the salary ranges of librarians will be adjusted by 6.4 percent to parallel adjustments made to the CP/M Scheme for MUFA Faculty.

    7. Effective June 16, 2002 the Dental Plan will be amended to provide for the current year’s ODA rates to be paid on claims by librarians.  Additionally, for salaried librarians, dental implants will be included in the major restorative coverage of the Dental Plan.
Remuneration Components to be Negotiated Separately:
  1. Increase of the Librarian Professional Development Allowance (LPDA) to $1100.

  2. Rationale: MUFA Librarians currently receive about $300 less in PDA than that given to The Management Group (TMG) in their 2001/2002 agreement ($1000).  Faculty PDA has increased by $100 to account for inflation and for the inclusion of the Modem Pool funding in their three-year agreement.  The $1100 takes both TMG award and the faculty increase into account.
     

  3. Establishment of a Librarian Bereavement Leave Policy:
    1. for immediate family, five (5) consecutive working days;
    2. for extended family, three (3) consecutive working days;
    3. if extensive travel is required, up to an additional two (2) days with approval of the supervisor.

    Rationale: Currently, librarians do not have an official policy on bereavement leave.  A recent case was resolved on an ad hoc basis, but a clear understanding of librarians’ rights is necessary rather than having to consult Human Resources about past practices on bereavement leaves.
Year 2: For the Period June 16, 2003 to June 15, 2004
Remuneration Components Covered by the Policy:
  1. Effective June 16, 2003 there will be an Across-the-Board (ATB) increase of 3.0 percent of the June 15, 2003 base salary.

  3. Effective June 16, 2003 a market adjustment of $500 will be paid as an adjustment to base salaries, after application of the ATB increase.

  5. The Merit Pool for librarians will be calculated as 2.43 percent less 0.1 percent multiplied by the average number of promotions over the five most recent calendar years (2.43% - 0.1% x Average Promotions).
    Remuneration Components to be Negotiated Separately:
     
    1. Increase of librarians’ PDA by $50 to $1150.
Rationale: The $50 increase is comparable to the MUFA Faculty Agreement.
Year 3: For the Period June 16, 2004 to June 15, 2005
    Remuneration Components Covered by the Policy:
     
    1. Effective June 16, 2004 there will be an Across-the-Board (ATB) increase of 3.0 percent of the June 15, 2004 base salary.

    3. Effective June 16, 2004 a market adjustment of $500 will be paid as an adjustment to base salaries, after application of the ATB increase.

    5. The Merit Pool for librarians will be calculated as 2.43 percent less 0.1 percent multiplied by the average number of promotions over the five most recent calendar years (2.43% - 0.1% x Average Promotions).

Rationale: The $50 increase is comparable to the MUFA Faculty Agreement.
