Administration Proposal to Extend 
the Faculty Compensation Agreement 
(2006 to 2008) to Librarians

1. TERM AND EFFECTIVE DATE
The agreement will be for a two-year term, June 16, 2006 to June 15, 2008.
 

2. ACROSS-THE-BOARD SALARY INCREASE
An Across-the-Board Increase of 1.5% of the June 15, 2006 base salary of each librarian, effective June 16, 2006. This increase cannot raise a salary beyond the maximum of the salary range.

An Across-the-Board Increase of 1.5% of the December 15, 2006 base salary of each librarian effective December 16, 2006 for those librarians employed at McMaster as of June 15, 2006. This increase cannot raise a salary beyond the maximum of the salary range.

An Across-The-Board Increase of 1.5% of the June 15, 2007 base salary of each librarian, effective June 16, 2007. This increase cannot raise a salary beyond the maximum of the salary range.

An Across-The-Board Increase of 1.5% of the December 15, 2007 base salary of each librarian, effective December 16, 2007, for those librarians employed at McMaster as of June 15, 2007. This increase cannot raise a salary beyond the maximum of the salary range.
 

3. SCALE INCREASE
Salary ranges for librarians will be increased by 3.5% effective June 16, 2006 and 3.5% effective June 16, 2007 as shown in Attachment I.
 

4. MERIT POOL
A merit pool consisting of a percentage of MUFA librarian base salaries will be distributed based on an assessment of the performance of position responsibilities and engagement in professional activities. This distribution will occur prior to the implementation of the scale increase, and cannot raise a salary beyond the maximum of the salary range.

In accordance with the negotiated agreement, the current cost of the faculty CP/M will be reduced by 0.1% multiplied by the average number of position promotions over the past five years.

Year 1: For the period June 16, 2006 to June 15, 2007
A Merit Pool of 2.23% (calculated in accordance with the Librarian Policy on Salary and Benefits Negotiations) of Librarians’ base salaries, to be paid on June 16, 2006, to be distributed based on an assessment of the performance of position responsibilities and engagement in professional activities. (see Attachment II)

Year 2: For the period June 16, 2007 to June 15, 2008
A Merit Pool of a Percentage of Librarians’ Base Salaries, to be paid on June 16, 2007, to be distributed based on an assessment of the performance of position responsibilities and engagement in professional activities. The value of the merit pool will be calculated in accordance with the Librarians Policy on Salary and Benefits Negotiations of Librarians’ base salaries.
 

5.  PENSION CONTRIBUTIONS


6.  HEALTH AND OTHER BENEFITS AFTER RETIREMENT
For Librarians who begin at McMaster June 16, 2006 or later, 10 years of service will be required before becoming eligible for benefits on retirement.

The following chart shows the increase to the faculty PDA and the corresponding increase proposed to the LPDA (2005/06: $1, 100.00).

9.  MARKET SECTOR ADJUSTMENTS


APPENDIX:  HEALTH BENEFITS
While not part of this Agreement, the Joint Committee has agreed to strike a subcommittee to study the adoption of the Rx05 Formulary with the savings from that prospective adoption used to fund improved health benefits. Any resulting package would require a separate ratification vote by MUFA Librarian members. If approved, the target implementation date would be no later than June 16, 2007.
