The IRC General Assembly (AKA Proper) Meetings occur every Tuesday night. The meeting is governed by Robertʼs Rules of Order, and this is where all the action happens! Here, all official IRC business is conducted, and Hall Representatives are charged with the responsibility of representing the students from their respective buildings in all matters which will be discussed at the meeting. Proper Meetings alternate between two types: Information Proper and Business Proper.

 

 

During Information Proper meetings, the Committee Chairs give updates on topics and matters discussed at their respective Committees, proposals are made, and External Partners may be granted speaking rights to present information to the Council on matters relevant to residence students and/or the IRC, but are not necessarily discussed at the Committee level. Most of the time, issues and concerns brought forth in the IRC Standing Committees (Bylaws, Budget, Communications, Facilities, Environment, Security, Tele-communications, Yearbook, Student Dining, Ways and Means) will be addressed and discussed in great detail during the Committee meetings; however, voting on the matters brought forth (such as Council initiatives, Bylaws and the Budget) must occur during the Business Proper Meetings. At this time, only Hall Representatives have voting rights, which are used to come to a Council decision regarding these matters. Proper Meeting Membership
