Communication and advocacy within the Council occurs at three levels: at In- Halls, at Committees and during Proper meetings. Weekly In-Hall meetings in buildings address issues and topics which arise in both the building itself and those brought up at the Committee-level. Upon gathering the building’s stance on a given topic, the Hall Representative or FLIRCs relay this stance at Proper meetings or back at the Committee-level to discuss further and allow Council members (either Vice-Presidents, Committee Chairs or other Hall Representatives) and opportunity to consult with external partners or other Halls if necessary. The topic may then be brought up and discussed further at Proper. All Hall Representatives provide the Council with the opinions expressed by students in their respective residence buildings and the Council then makes a motion to form an official IRC stance on the issue.
