Adminstrators will then simply lower the library budgets!

It is great to live in an altruistic world but the universty cultures are rapidly changing - only yesterday my graduate student told me that if the students want to use a room to study in the university, they are asked to pay $5 per hour plus the applicable 15% taxes. In this climate, how ludicrous do you feel it is to ask the academics to review the manuscripts so that the libraries can get cheaper rates so that the admnistrators can simply reduce the library budgets.
